German-language chapter (from p. 119) in Nachbarn lernen voneinander. Modelle gegen Jugenddelinquenz in den Niederlanden und in Deutschland (Deutsches Jugendinstitut, Munich, 2002), written by two staff of the Netherlands Institute for Care and Welfare (NIZW) halfway through the first Dutch CTC pilot. After a rise in youth crime in the 1990s, a government-commissioned study had identified Communities That Care as a strategy that met the requirements of good prevention policy, and the ministries of justice and health funded a three-year trial that started in autumn 1999 in four contrasting areas: Amsterdam-Noord, Rotterdam-het Oude Noorden, Arnhem-Presikhaaf-West and Zwolle-Zuid. The authors explain the principle (a developmental theory of risk and protective factors, an intervention theory of tested programmes, an innovation theory of how to work), report early experiences with steering groups, prevention teams, local project leaders and the first youth survey in spring 2000, including practical problems with data definitions, geographic units and missing reference data, and close with reflections on innovation between top-down product and bottom-up process. It is the earliest German-language description of CTC, written before any German implementation.
