Conference abstract in Das Gesundheitswesen presenting the rationale and design of CTC-EFF, the German effectiveness study of Communities That Care funded by the Federal Ministry of Education and Research. The authors frame CTC as a system that helps communities assess local prevention gaps from epidemiological data and then select, implement and monitor evidence-based interventions. CTC was transferred to Germany in 2008; CTC-EFF aims to replicate the original US effectiveness trial. The abstract presents the five-phase model, the logic model and a quasi-experimental design in which each intervention community, receiving training and technical assistance, is paired with a socio-demographically similar control community. Community-level outputs such as capacity building and adoption of a science-based prevention framework are measured biannually, coalition functioning and CTC milestones annually in intervention sites, and an annual pupil panel survey tracks health behaviour. The optimal sample is 4,733 pupils in 24 communities; five intervention communities had been recruited at the time of writing.
