Resumen
Main report of the national evaluation the Verwey-Jonker Institute carried out from 2004 to 2006 for the Dutch Ministries of Justice and of Health, Welfare and Sport on the CTC pilots then running in Amsterdam-Noord, Rotterdam-Oude Noorden, Zwolle-Zuid, Almere-Buiten and Leeuwarden, published as a book by Van Gorcum with the institute. According to its companion volume and later Verwey-Jonker reports, it presents the background of CTC, the study design (plan, process, output and outcome evaluation with milestones-and-benchmarks ratings, questionnaires to prevention teams and repeated school surveys), the results and effects, and conclusions with suggestions for the future. The findings, as summarised in the authors' later work, were that CTC improved the quality of planning and decisions, strengthened cooperation between local partners, made programming more coordinated, focused attention on risk and protective factors and increased the use of effective or promising interventions, while behavioural effects could not be established.
