Streszczenie
Final evaluation report on phases 1 to 3 of the Lower Saxony model project SPIN (Sozialräumliche Prävention in Netzwerken), which introduced Communities That Care to Germany from 2008 to 2011; commissioned by the Crime Prevention Council of Lower Saxony and produced by the Sozial-Raum-Management research unit of Cologne University of Applied Sciences (working paper 39, 270 pages). Background chapters review the theoretical basis of CTC, its instruments and international process evaluations, including the Dutch history and the contracts with the Netherlands Youth Institute, Verwey-Jonker and DSP-groep for training and the survey. Method: process evaluation with a context-input-process-product model at the state level and in the three model sites Göttingen-Weststadt, Hannover-Mühlenberg and four Emsland municipalities, plus a survey of schools about the pupil survey. Results: coalitions were built onto existing bodies without duplicating structures, the pupil survey was completed despite school-level hurdles, area profiles and prioritisation were achieved, and the Grüne Liste programme register proved essential; weaknesses were Dutch-dominated training, patchy transfer of training knowledge, thin time budgets for coordinators and the still short list of rated programmes. Conclusion: CTC fits German municipal governance structures, but the findings are provisional because action plans had not yet been implemented.
