Short bulletin article in Drugnet Ireland, the Health Research Board's drugs newsletter, reviewing the 2017 EMCDDA Paper "Communities That Care (CTC): a comprehensive prevention approach for communities". It places CTC in the context of the Irish national substance misuse strategy, which had endorsed community mobilisation, and describes CTC as a prevention operating system that helps communities assess young people's needs, coordinate stakeholders and select evidence-based programmes. The article summarises the EMCDDA review: 18 studies, 12 of them from the one US randomised trial, plus an Australian trial, a before-and-after study, two quasi-experimental studies and a report on international organisations; no meta-analysis was possible. The strongest evidence of reduced delinquency and substance use came from the US trial, while the two trials together did not settle the question of effectiveness. Four transferability issues for Europe are listed: a different concept of community, less rural and more heterogeneous sites, fewer evidence-based programmes and longer lead-in times. It closes with the EMCDDA's conclusion that CTC's effectiveness still needs to be assessed in Europe, ideally through a randomised trial. A digest rather than an original study; no Irish site existed in 2017.
