Streszczenie
Process and effect evaluation by the Verwey-Jonker Institute of Communities that Care in three second-wave Dutch sites that started in 2004 and 2005: the municipality of Maassluis, the Rotterdam sub-municipality Hoogvliet and the Leiden neighbourhood Stevenshof, commissioned by the Province of Zuid-Holland and Rotterdam's youth department for 2006 to 2009. Method: plan evaluation of the objective structure, process evaluation with a Dutch milestones-and-benchmarks instrument, an internet survey of prevention-team members, and an outcome evaluation based on two school surveys per site. Results: all three sites completed the CTC cycle, built broad prevention teams that later included residents' organisations and housing corporations, and added working groups to coordinate the plan; recurring difficulties were explaining CTC, forming steering groups, running the first survey and obtaining data; effective programmes from the CTC guide were rarely used and parents were hard to reach. Most problem behaviours and risk scores moved in the desired direction between the two surveys, but effects were small or moderate, some targeted risk factors rose, and comparability suffered because the follow-up survey was folded into the regional health service's youth monitor; the authors decline to attribute the changes to CTC. Recommendations concern working groups, programme availability, reach, data and continuity.
