Practice article in TSG, the Dutch journal of health sciences, by two people central to the Dutch implementation (Mieke Vergeer of the Netherlands Youth Institute and Ido de Vries of Seinpost Adviesbureau), describing the development of Communities that Care in the Netherlands. It recounts how the Ministries of Justice and of Health, Welfare and Sport commissioned the Netherlands Institute for Care and Welfare to adapt the approach, how the four pilots started in neighbourhoods of Amsterdam, Arnhem, Rotterdam and Zwolle in 2000 and how CtC had by 2008 been taken up in about 20 local communities. The abstract summarises the evaluations to date as showing that CtC succeeds in mobilising local policymakers, youth workers and community services to direct effective preventive interventions at identified risk factors, with good use of local resources, and announces the multisite trial that started in 2008 to assess results. A short descriptive overview written by implementers rather than evaluators; it reports no outcome data, and its description of CtC as an effective approach rests on process evaluations.
