Pilot study in the Journal of Prevention documenting the Estonian adaptation of the CTC Youth Survey. The 2022 Estonian version covers 38 risk and protective factors plus measures of substance use, antisocial behaviour, mental-health problems and self-harm. The adaptation moved from translation through focus groups with students and specialists to a pilot in two municipalities with 265 students. The original CTC framework largely captured the key issues in Estonia, and the survey showed good validity, with risk and protective factors predicting problem outcomes. After one item was removed, internal consistency reached acceptable levels for all but eight subscales; the weakest were Prosocial Involvement, Social Skills and Belief in the Moral Order. Municipal representatives found the measure useful but pointed to problems of practicality and comprehensibility, and the authors conclude that communities need additional support to turn results into prevention decisions. A template for European countries preparing a first CTC assessment, with a small sample and real reliability gaps.
